Coworking and serviced offices in Luxembourg, let under a business permit, with real occupancy.

Substance is examined, not assumed. I hold business permit 10077275 / 4 for the letting of shared workspace and offices with auxiliary services, issued by the Ministry of the Economy and listed in the public register. What I let is a working position or a private office on boulevard de la Pétrusse in Luxembourg City, used by the people who actually run the company, with mail handling, a meeting room and practical support. It is workspace. It is not domiciliation, and it does not replace genuine local management.

Direct answer
Coworking and serviced offices in Luxembourg are let under a business permit for the activity of shared workspace and offices with auxiliary services. Mickaël LOC holds permit 10077275 / 4, issued on 16 April 2025 and verifiable on Guichet.lu. The service is a working position or a private office in Luxembourg City with real access and use, plus mail handling, meeting-room availability and practical support, delivered with a substance evidence pack: an occupancy contract in the company name, access and usage evidence, services in writing. It is a workspace lease, not a domiciliation agreement within the meaning of the law of 31 May 1999, and not a substitute for a manager who actually directs the company from Luxembourg.

Business permit · official record

What business permit 10077275 / 4 authorises. Official wording in the public register: “Location d'espace de travail partagé ou bureaux avec services auxiliaires”. In English, the Luxembourg business permit (autorisation d'établissement, Niederlassungsgenehmigung) is the authorisation required under the amended law of 2 September 2011 to carry out a commercial, craft or liberal activity. It is granted by the Ministry of the Economy to a named person who must direct the business in a real, effective and permanent way. Issued 16/04/2025. Personal and revocable.

Why a mailbox address stops working

Banks, tax authorities and counterparties now look at whether a company has a place where work actually happens. A mailbox address survives an incorporation. It rarely survives an account-opening interview, a tax review or a buyer's due diligence. The question asked is simple: who works here, when, and can you show it.

The law sets the same standard for the business permit itself. The amended law of 2 September 2011 requires a fixed place of business in Luxembourg, with an appropriate material installation and the regular presence of the manager, and the permit is granted to a named person who must direct the business in a real, effective and permanent way. A domiciliation, reserved to listed professionals by the law of 31 May 1999, is not an establishment. The two things are different in law, and banks have learned the difference.

A workspace with real occupancy is one half of the answer. A manager who actually directs the company from Luxembourg is the other half. This page covers the first. The local manager page covers the second. I keep them in separate contracts so that neither one is mistaken for the other.

Workspace, domiciliation, establishment: three different things

The vocabulary is a frequent source of confusion, and it has legal consequences.

  • Workspace letting. A working position or an office let with auxiliary services, under an occupancy contract. The company works there; the people who use it can be named. This is the activity covered by business permit 10077275 / 4, and it is what this page offers.
  • Domiciliation. A registered office placed at the address of a third party under a domiciliation agreement, an activity reserved by the law of 31 May 1999 to specific listed professionals. A domiciliation is not an establishment. I do not provide it and this page does not claim it.
  • Establishment. The fixed place of business with an appropriate material installation and the regular presence of the manager that the law of 2 September 2011 requires for a business permit. A workspace contract can support it; it does not create it on its own.

Which one a file needs depends on the file. I say which it is, in writing, before the contract is signed. When the answer is a domiciliation agent, I say that too and refer the file to a professional entitled to provide one.

How the substance evidence pack is built

Step 01
Occupancy contract

A working position or a private office, let to the company in its own name, with the term, the services and the conditions of access written down.

company name
Step 02
Access and usage

Access evidence and a usage record, with the people who use the space named. The record is kept during the contract, not reconstructed afterwards.

who · when
Step 03
Services in writing

Mail handling, meeting-room availability and practical support set out in the contract or an annex, so that nobody has to improvise an explanation.

mail · meeting room
Step 04
The file

Contract, evidence and service arrangements assembled in one file, ready to be produced on request to a bank, an auditor or a tax authority.

substance pack

What the pack is not: it is not a tax opinion, it does not certify the tax residence of the company, and it does not replace board meetings held and minuted in Luxembourg. It documents what exists. Whether that is sufficient for a given purpose is a question for the tax adviser or the avocat, and I say so in the contract.

Stated plainly

This is workspace, not domiciliation, and not a substitute for genuine local management. If a file needs a domiciliation agent, I say so and refer it to a professional entitled to provide one. If it needs a manager who actually directs the company from Luxembourg, that is a separate mandate with its own engagement letter, described on the directorship page.

What I do not accept

  • A contract for an office nobody will use, signed to produce an address.
  • A company whose beneficial owners and managers cannot be documented to a normal anti-money-laundering standard.
  • A request to describe the workspace as a domiciliation, a registered-office service or a guarantee of tax residence.
  • Mail handling for a company that has no occupancy contract.
  • A fee quoted before the company, its activity and its real needs have been reviewed.

Frequently asked questions

Is letting coworking or serviced offices regulated in Luxembourg?
Yes. The letting of shared workspace or offices with auxiliary services is a commercial activity that requires a business permit (autorisation d'établissement, Niederlassungsgenehmigung) under the amended law of 2 September 2011. I hold business permit 10077275 / 4 for that activity, issued on 16 April 2025 by the Ministry of the Economy, and anyone can check it in the public register on Guichet.lu.
Is this a domiciliation?
No. Domiciliation is a separate regulated activity, reserved by the law of 31 May 1999 to specific listed professionals, and a domiciliation is not an establishment. What I provide is a workspace lease: a position or an office that the company actually uses, with services. If your file needs a domiciliation agent, I say so and refer you to one.
Is a serviced office enough to give my company substance?
No single document gives substance. A workspace with real use is one element; a manager who actually directs the company from Luxembourg, holds the board meetings and answers the bank is the other. The evidence pack documents the first. The local manager mandate, under a separate contract, addresses the second. Whether the whole is sufficient for a given tax or regulatory purpose is decided with your tax adviser, not by a lease.
What is in the substance evidence pack?
The occupancy contract in the company name, the access evidence, the usage record with the people who use the space, and the mail and meeting-room arrangements in writing, assembled in one file so that it can be produced to a bank, an auditor or a tax authority on request. It is a record of what exists, not an opinion on what it proves.
Where is the workspace?
On boulevard de la Pétrusse in Luxembourg City, at the address of Financial Services Luxembourg. Visits are by appointment. I do not publish capacity figures or prices; availability is confirmed after a first conversation about the company and the people who will use the space.
Can the company receive its mail at the address?
Mail handling is an auxiliary service for companies that hold an occupancy contract, and it is set out in writing. It is not a registered-office or domiciliation service. Whether the company's registered office can be placed at the address on the basis of the occupancy contract is a question answered with the notary and the adviser, file by file.
How are fees set?
After a review of the company, its activity and its real needs, and after a visit for a private office. The fee is monthly, fixed in writing in the occupancy contract, with the services listed. No prices are published on this site because no two files need the same thing. Engagements are contracted through Financial Services Luxembourg, under business permit 10077275 / 4.

Describe the company and who will actually use the space.

One message with the activity, the people who will work from Luxembourg and what the file must show is enough for a first answer on position, office and evidence pack, under NDA. Fees are quoted after the review, never before.
